What you need to figure out for yourself, before we proceed further, is if this is something you really want to do. Creating music isnt all about talent, which Hollywood claims is one in a million. You need to get a program that is dedicated to beat making. Read: that is your first step. Get something like Looplabs, Magix Beat Maker, or my favorite Dub Turbo. You need something that allows online and hard drive usage of the software.
Other music programs for PC that you need once youve mastered your beat maker is melodic focused all-in-one suites such as Reason or Logic. These programs will hopefully work seamlessly with your beat maker (I know that Dub Turbo does). In no circumstance should you ever rely on the beat maker that comes with these programs. Different tools specialize in different things.
So to recap on the music programs for PC you need: first, get a beat maker that works online and can be used on your hard drive at home. Familiarize yourself with the beat makers provided tutorials (do not get a program that does not come with video tutorials).
